Yes, because driving the speed of the road (or the lane in that case) is clearly breaking the highway code. You should put your food down when a junction is less than a mile away that you want, who cares about keeping a safe stopping distance from the car in front. Surely its just better to plough into the back of it for going "too slow".
While were at it, lets just nip into the hard shoulder and start undertaking people, ignoring the brightly lit sign above you saying "EMERGANCY ONLY". Ohh and then reduce speed to one that is "unsafe" as 40ft lorries are going faster than you and stay in that hard shoulder.

Clearly the bright road sign [00:17] reading "Hard Should for Emergency use only" doesn't apply to YE64 OOX, they carried on in this lane until the next junction (1 mile ahead) then left the motorway.
