Female driver had children @6-8 years old (males) in the back of this car, AND they were NOT wearing a seat belt. The driver also was smoking a cigarette, little gap in her window BUT still illegal I understand. She was in a flow of traffic from Durham hospital to county hall roundabout. Only wished I could have took photos for evidence. Fuming !!!
