Watching the YouTube clip, it's apparent that this is retaliation to a previous incident caused by the filming car....why? Because if it was an undertaking maneuver then the undertaking car would have also continued and undertook the car ahead as well, there is more than enough space and this is evident when the camera car accelerates and undertakes the car just undertaken...

A lot of insurance companies will not take video as evidence unless they include a set period before and after the event,
Personally I suspect that both are as guilty as each other, with the filming car being the instigator of the event, and the other car being angered and retaliating. and until we see the full video we will never know.
