"HC 163: give way to oncoming vehicles before passing parked vehicles or other obstructions on your side of the road" In this case the driver of YP54MJU didn't give way to me, didn't lower her speed, and nearly took my arm off as she was so close. This car's MOT has expired.

I fully agree, and this is the reason why there are so many louts on our roads. They do it because they can get away with it. If you don't think this is so, then the next time someone aims two tons of metal at you, drives almost on your rear tyre, and worse, then call the police. "Resources are tied".."no actual crime appears to have been committed".."We won't respond". Duty to uphold the law my fucking arse. Duty to do fuck-all but milk the figures and let death drivers walk more like..

Was this dangerous (in a court of law)? just like driving whilst using a mobile phone (is that dangerous in a court of law)?

It's pathetic, yes the government must be held to blame for not funding/cuts etc - I'm waiting for some scummy mobile phone driver to kill a Tory MP then we might get some positive action until then all road users and pedestrian are at risk even though most have evidence to prove our roads are unsafe.

It'll only be classed as dangerous when someone gets hurt badly and that's a fact. Whatever happened to preventative measures?
