Not illegal to go through hatched area in itself because it is broken (assuming it is not a solid line and is broken as per the picture) ...although the attempt to overtake is pretty careless and could not be considered "necessary".

White Scirocco. First time I've had to use this website. Without a doubt, the worst driver I have met in 15,000+ miles in and around Manchester this year. In a 30 zone, approaching a red light, driver attempted to overtake me through hashed lines. While I was indicating right in the RH lane. So close to rear ending me. Then honks at me? Driver, if you can not see how dangerous (not to mention ileagal) this was, you should not be on the road. Read the highway code. Accident waiting to happen.
