Seems to be aggressively trying to use their car as a weapon with which to intimidate people going about their lawful business. No wonder some police forces are running schemes to try to curb this type of anti-social behaviour. The driver is lucky the cyclist didn't slip..had they done so there would have most likely been a collision. The driver also needs to brush up on the Highway Code AND the law..
