Clearly handicaped (in his brain) person. Next to him there were 3 empty spaces for "family parking", however he decided that the disabled space is so much better. Of course nothing on the windscreen and fully "fit" young father with his kids.

Really considerate driver, helped me when I hit a pothole and punctured my Tyre, wrecked wheel, was already at scene helping a young woman who had burst a Tyre on the same pothole. This guy is awesome.
