I drive trucks, its hard to explain when you haven't driven one (or perhaps you have?) what this experience is like! In all honesty, its probably as much if not more the fault of the guy on the left as it is the guy on the right.
All the 63 reg truck has to do is knock off cruise control for 10 seconds, or knock it down like 2mph and the lorry on the right will be passed in seconds, rather than minutes you've experienced here clearly.
It takes literally MILES to catch another lorry sometimes, I've gone from Colchester to nearly Ipswich and still not caught the lorry in front of me because the speed difference is like half a mph! But it would be so much easier once a trucker sees another pull out, to knock it down a bit on the cruise and we all get on our way much quicker :)
