Speeding past a primary at 3PM while the 20 zone lights are flashing with a phone in his hand.

Really bizarre choice of manoeuvring from this highway maintenance van collecting rubbish from public bins.
Instead of simply driving down the street as they usually do, they decided to reverse down at about a quarter of a mile per hour, as if they were petrified of hitting something. It caused other vehicles to have to stop and wait for several minutes.
They managed to drive properly after they'd cleared the bin. Bizarre behaviour.

Busy street with parking spaces where you park perpendicular to the road. This car just sat there in the road with reverse lights on, not moving, no one coming out of a space, no free spaces there. Just sat there for no reason other than to force everyone around them into the opposite lane.
