Driver of this vehicle parked up on the double yellow bend of Streatham Road and Elmhurst Avenue. He was in the cab on his phone while a female passenger was in the Best One shop nearby. I ride a mobility vehicle and asked him to move so that I could get to my home. He refused and got out of his cab, phone in hand, to berate me. He then remained stationary until his passenger emerged, shopping in hand.
