If the vehicle is taxed and MOT'd the owner has the right to park on any public street as long as its not in contravention of any parking laws, or causing an obstruction, the fact that it's parked in a cul-de-sac would suggest that it's in fact not on a busy road, and therefore has every right to be there. Having said that, if the MOT has expired then get that shit towed!
