Pulled out in front of me forcing me to brake hard. Then, when he realised, he panicked and almost stalled it before dawdling off

Chubby blonde plastered in bronzer, gradually inches through a red light to the point she can no longer see the lights, then sits there (completely over the line) while the light turns green. She leans out her window and flips us off after we beep to let her know she's now blocking traffic on a green light.
Later, she speeds between cameras in a residential area, hitting the brakes just as she gets to them!
A little less angst and more competence needed.
