He is parking on purpose right in front of the exit of a free parking, so nobody is able to come out in the morning.

Called the police, but as I managed to come out because somebody else moved his car from an open side, they didn't care.
People need to get to work, if this parking is belonging to him, then he should find a way to tell everybody to NOT Park there.
Obviously doesn't think that speed limits apply to him, and dangerously cutting accross traffic on a roundabout from the right lane for a left turn. Knobhead.
