How about a polite word with the driver? These days is seems easier to go straight to social media etc to air grievances.

This appears to be another mentally impaired person that should not be allowed to drive. This kind of behavior is increasing exponentially due to lack of police patrols and too much reliance on lucrative speed cameras that have very little to do with safe driving.
