Gets impatient for being held up for a second or two be a learner and thinks it's OK to beep his horn as they begin to overtake.
They should be named and shamed and preferably ostracized from family/friends and society as a whole.
Not going to link the video footage as it belongs to a reputable driving instructor - just search "Beep the learner" on youtube uploaded 6th Feb 2020

ANbother lazy and inconsiderate visitor to Screwfix in Southampton. Room on the car park yet he blocks the cycle path, mounts the kerb and over double yellow lines. He works for Barden Facilities Management yet in the queue by his own admissions he was furloughed and out getting bits for his shower! he had two other adult males with him. I'm guessing they weren't from his household either.
