Driver deliberately slowed down as he saw my car approaching, as i pulled closer behind, he jammed on the brakes, leading to me having to make an emergency stop.
Very poor driving, and highly suspicious behaviour, potentially a crash for cash scammer?

Doesn't need to stop at red pedestrian traffic lights as he's to important , lights were red for at least 2 seconds as people were crossing
