His driving is a disgrace, the whole thing is down to his bad attitude and bad driving, and he had something in the car to use as a weapon. Clearly he went out looking for trouble and got more than he could handle, the soft prick.

I can tell you that this kind of driving is just the tip of the ice-berg in places like Oldbury, Smethwick, Tipton, West Bromwich and Dudley. and in fact most of the Black Country. I am so glad I recently managed to climb out this swamp because things are not improving, they are getting worse.
I used to drive through Smethwick and Bearwood a lot and you'd see this literally all the time. Shame as well because there are some nice buildings and people in Bearwood. But this is constant. You have in this region a pathetic, moronic and violent mind-set when it comes to being around other people. Don't just take my word for it come and visit and see for yourself. I used to like living here but am ashamed to be associated with it. People who are loud, rude, impatient, selfish, stupid and will attack first and think later. After a while you say to yourself you know what to hell with this, if I wanted this much hassle in life I'd go live in some Asian slum (which I have also seen), where they drive like crap and act like crap. The Black Country in particular is just that folks, a BLACK HOLE. It's had decades to change and the only real thing that has changed is the date. You will never drain this swamp, you can only avoid it.
1. The video appears to have been edited and you cannot see the dash-cam driver's speed. This is I feel important, because at 01:29 the dash-cam driver appears to be going at a significant speed (as in racing), instead of slowing down and letting the person pass.
2. The video also doesn't show what the dash-cam driver did when he exited the car. This is also important. Why exit the car? Did you hit the other person first? Regardless of what the other person intended to do, the police WILL ask you these questions.
I am in no way defending the actions of the driver support, who I feel was driving like a complete and utter moron. But you have to be careful with your safety especially in places like Oldbury because you simply do not know what you are dealing with. Not only that, you yourself could end up dead or in jail.
Drive off. If he comes at you then tell him to keep his distance and keep it on camera. If he doesn't and you have no other choice well, THEN you have justifiable grounds to do whatever it takes to remove the threat, call the police, and proceed with your lawful business. You give criminals in this country an inch and you can guarantee they will take a mile. Arguing with them and giving them the time of day is what they want. Don't do it.
The moral of this story is, if you want to throw your weight around, be sure to measure the other guy first. Otherwise you'll be picking up your teeth off the floor. Did you see his eyes when he saw what was coming out of the car, lulz. Bald guy 1 0 Mr Specky.
