Dual carriageway. I moved into lane 2 to let her enter from the on-slip. Rather than let me overtake she then sat alongside me in lane 1 for a considerable distance. I couldn't slow down because of the vehicle behind me and couldn't speed up without exceeding the limit. Completely oblivious.
