Reversed out in front of traffic from both directions, then dawdled in the middle of the road. Once they finally started moving they took their time getting on to their side of the road.
Driving erratically, they slowed right down with hazards on, only to speed away seconds after.

Was following this vehicle from Nelson to Burnley via A682 at 25mph. Driver was either stoned or a newly passed. ( no p plates displayed )
