A competent driver would have waited for me to cross the railway bridge, rather than forcing their way through when I momentary wandered into the gutter. Shortly afterwards (110 metres) this vehicle turned into Moorfield Avenue, Ramsgrave, Blackburn, Lancashire.

Seems to have an issue with Learner drivers.
First they sounded the horn because the student stalled and then they sat in the right lane changing speed so the student couldn't move around the parked cars
