Please try to avoid giving the finger.. it can work against you including accusations you tried to escalate the situation. Some police forces use such tactics to avoid doing the necessary paperwork..

Also this. If or when he complains next time, simply say it's a public space and if he has any further personal issues, to call the police. No crime is committed by simply filming a public space - he just happened to be in it and he approached you. If he doesn't like getting himself on film then he shouldn't go out - most of us are filmed day in day out by CCTV cameras.
And as for the ticketing? Appalling in my opinion. We're suffering this horrid Covid debacle and it's the Christmas period.. on top of this you are fining someone in a literally empty car-park for being slightly over a bit of paint?!
Start a go-fund me. I'll contribute to the find unless it's been rescinded. This a terrible 'jobs-worth/little Hitler' attitude in my opinion. Just because Christmas Day has passed, does not mean you can start treating people like dirt!
