I don't know what speed they were doing down the 40 bit of Natland Road, but it was definitely significantly faster than 40. Poor, selfish, arrogant driving.

Drives down South Rd past Lancs hospital & can clearly be seen holding his phone not paying attention. Thinks he's tucked it out of view but can clearly see it by his side as I walk along.
