Yes they can park there but only if they are charging otherwise they are blocking it for others who actually want/need to charge.

I agree that the van driver was a total prick and he was using his mobile as you failed to mention as you could also see him put it down as you approach his widow, but why do you cyclists have to go that extra bit further and make a bigger issue, this is where you get other cyclist on drivers hate lists by the way you continue to go on and on and on!, Ok we know he did wrong and you had the right to mouth off but for god's sake why Prelong the viewers agony you TWIT!
