Second week in a row this guy has parked over the disabled bays, I have also been told this is the 4th week in a row that this guy has had absolutely no regards to the road or parking signs

This driver has scratched and dented last week my car parked in front of my house and ran away. No note, not even an apology. I found his car today parked nearby.
