1. Driving on a public highway without fastening the seatbelt, which was available.
2. Holding (and using) for an extended period a mobile phone in a vehicle while it is switched on and on a public highway.
3. Being stationary for an extended period in control of a vehicle with its engine idling.
4. Driving while obviously distracted.
(Probably, there are other offences)
"Mitigation": Persisting with the offending, despite being notified of the alleged crimes, and driving away while refusing to provide identification though required to do so under the code of conduct.

Driver Description
Apparently male from some viewpoints, but who knows nowadays. Fat, wearing a suspiciously-smudged grey T-shirt. Left arm unmolested, right arm covered with an obscenity of tattoos. No other visible deformities. Speaks a dialect of English. Evidently of very limited intelligence, as refused to identify, despite knowing he was repeatedly photographed and videoed in the commission of the above motoring offences. Drove away at an appropriate speed with an accomplice who appears to be mentally unstable - see video starting at 8m 30s.
