I would send that to the police. Clearly a very dangerous and incompetent driver with no respect for the safety of others. Get him off the road!

Does seem to be creating a nuisance for everyone.
Maybe leave a note on the wind-shield describing the problem. Take a pic of the note and the note placed on vehicle. Also talk to the other neighbors.. if you make a complaint to the council it will carry more weight.
