It's a still photograph and therefore we can not say for sure that the driver/passengers who own the vehicle were the ones responsible for the litter. Whilst the photograph does indicate this to be the case, there is a distinct possibility that they parked in a parking bay which had litter around it already. A still photograph like this results in people speculating the events.
how do we Not know there is any overfilled rubbish bin near the car and the wind has blew the rubbish near the car at the time the person took the photo
