If you want to see footage of actual littering rather than a still of the aftermath (i.e. proper CCTV rather than circumstantial evidence) ...check out SW60 JUC
It's a still photograph and therefore we can not say for sure that the driver/passengers who own the vehicle were the ones responsible for the litter. Whilst the photograph does indicate this to be the case, there is a distinct possibility that they parked in a parking bay which had litter around it already. A still photograph like this results in people speculating the events.
If no laws are broken does this mean I can reverse into police cars any time I like?
