Looks to me the noob driving with the dash cam was crawling at about 40mph in the middle lane which clearly is a danger to other road users

Vehicle was found abandoned in a carpark later. So no need to keep an eye out for it.
A man who had previously been questioned and released about the incident has now been arrested and is held in custody on 07/07/18.
