Send the details to the council or contractors responsible for the works. Looks like the car has damaged the ramp and they may be able to get the BMW driver to pay for it.
I hope you have also given the police this footage. I work for the CPS and this driver could and would be prosecuted for this driving with this evidence but only if an official complaint was made.
Thank goodness there are some "fast car" drivers on the roads these days who don't drive like youthful maniacs, reaping havoc upon the bounties of ALL road uses. Sensible men in cars such as yours is what the world requires. God bless.
