No matter what the council says, both the council and this company were fully in support of pouncing on an old woman walking her dog and hitting her with a £50 fine. A woman who always takes poop bags with her, and is was worried SICK she might have a bigger fine and the prospect of a criminal record (fact check: for non-payment of fines ONLY). Her crime? The dog lead was too long.. no, I'm not making this up.
