driving at 35 mph on a 60mph road is almost as dangerous as speeding!
i can only think of two reasons why you would do this-

Driver parked on a white disabled line on Fosehill road Coventry behind me and when I tried to get out of my parking space there was oncoming traffic so I had to go back into it and when I finally got out the guy had the nerve to honk at me the little bastard!!!!

I was walking in Stourport. In the traffic approaching me, a vehicle was indicating to turn into a residential side street when this black pickup decided he couldn't wait and mounted the path to go around leaving us no choice but to leap out the way. I honestly dont think he saw us?!!! Wish I had a padestrian dash-cam but it's not the type of recklessness you see every day.

This absolute crap driver drifted into my lane without any indication whilst approaching traffic lights and then started doing hand gestures in the mirror, I then beeped and he stopped his car in front of a green traffic light, proceeded to wait for it to go to red and then jumped the light. Complete tosser.
