I'd just ring 999 or 101. Not really interested in it being used to promote Islamic values, or caring more? because there's reports of women in head scarfs being targeted (allegedly). It's wrong whatever the colour or creed - keep the cameras rolling and upload their antics on social media.
i assume the driver is a cyclist, or knows someone very well who is. Cyclists and those who are close to them drive very well around other cyclists, giving space and waiting patiently- drivers who think they have a right to be on the road typically dont have a clue on how to act around riders.
