Saw this car by Kings Langley train station and YES he was checking his phone while driving, despite parking up in the nearby offices less than a minute later.
This isn't Nazi Germany you know, least not yet. They may have broken down and/or had mental health issues.. you're not the only person affected by this lock-down, you know. Many people would jump at the chance to live in a place like this.
