Looks like a parking infringement to me which could lead to a penalty ticket if the appropriate authorities are notified

DO NOT stop or park:
- near a school entrance
- anywhere you would prevent access for Emergency Services
- at or near a bus or tram stop or taxi rank
- opposite or within 10 metres (32 feet) of a junction, except in an authorised parking space

Well, doesn't this just scream Karen. Picture makes it evidently clear that if he parked in the road he'd obstruct traffic. Sure, he should just find somewhere completely different to park, but whether that's an option is a question without evidence to answer it.
If there's a parking space around the corner and he's staying for a long time, then he's in the wrong.
If that's the only place to park for blocks, and he's only gonna be there for 10 mins? Cross the road, Karen.

In all fairness your driving wasn’t great either. Tailgating the Ford (although admittedly he should have moved over), then undertaking the Ford, and not anticipating that the white Hyundai might do what he did. Just saying.
