Checking their email or texts on their phone would be my guess, see it every single day. I only have to look in my rearview mirror in stop start traffic to see drivers behind have their eyes cast down to where their phones are.

Slow down. Create more distance between yourself and other road users - including on the roundabout. When they were in front after the roundabout they immediately changed lanes when safe and so as not to impede your path. You then bolted like a horse out of a box..where's the fire? This driver is very dangerous and has stupid headlights that are blinding, he has also been spotted picking up young girls with harribo's out side of schools.
