I've seen this twice in Plymouth, both times being driven very erraticly, e.g. strobe lights on, weaving through traffic to the front of a queue then lights off and slowed to normal speed. From the standard of driving I was wondering if it wasn't a real police car.

As I came home I had to brake sharply as I drove out of Goudhurst. Some idiot driving a car with registration WJ12 CZN flew past me on a blind corner. He then flew off up the road, but I caught up with him at the traffic lights half a mile up the road. I then followed him for about ten miles or so, watching him desperately trying to overtake the car in front of him. He didn’t find himself on the wrong side of the road head on to an oncoming car *that* often.

This vehicle was loaded with a female human (could be bovine in there too though) and unrestrained canine. I think the canine would have a better understanding of the highway code than the human. You're supposed to give way to traffic from the right when approaching a roundabout.
