This guy needs to be removed from the road.
Watched from side road as he drove through a red light, in the middle of the sequence, well above the speed limit, turning a sharp corner and while on holding his phone in his right hand. Narrowly missed a car (by < 2 metres) which was passing through the junction on a green light. Car is also not MOT'd.
