Driving irrationally, braking sharply, overtaking on inside lane, danger to the road. Should be punished before the driver causes a serious accident

Just encountered this horrendously dangerous driver on he M1. Was driving less than a metre from my bumper and flashing his lights even when I couldn't pull over. What an idiot.
