Leaves gaps to let people out and then puts foot down to stop them. Looks like a nonce. Kids in the back judging by the banging and screams coming from the back of the van.

Insignia driver needs the learn the rules of roundabouts.
Give way to your right. So when you're at a mini roundabout & there's cars to your right but the cars to THEIR right are 1) stopping them from going & are 2) going straight ahead YOU'RE OK TO GO FFS!! You don't have to sit there waiting for a stream of traffic to clear for the cars on your right to THEN go and for you to finally get a move on.
