Judging by the V5C change date it's the same driver as someone elses report.
This fool stops in a box junction because they think they're more important than everyone else.
Causes oncoming van to have to change lanes to pass them. Van hits the horn at the 107 driver. Later on the 107 is making turns without indicating.
