If a vehicle is parked and causing an obstruction, it is a police matter who are supposed to act. However, most police are useless and cannot be bothered to reinforce the law. You could check with your local council about their parking regulations. Perhaps an official complaint to the Chief Constable would help?!

Pretty sick that some people have rated this driver as good. He killed a kid and ran off. What's good about a hit and run driver??

witnessed the above - what a loon, weaving in and out of lanes to get up close behind other cars then along side them hitting the horn
