Followed driver for over 5 mins travelling along Townhill Road and Gors Avenue at 5pm when dark. He had mobile phone with bright screen mounted just to the right of his rear view mirror and was clearly watching YouTube videos and scrolling to select other videos whilst driving erratically. When approaching traffic lights joining Carmarthen road he changed lane to late and pushed in front of me to turn right and then when the lights changed to green he changed his mind and pushed into the left lane to turn left. Wish I had my dashcam set up but got a new car last week, otherwise the evidence would be going to the police!
