Have you had a dropped kerb put in as there isn't one on google maps? If not, the driver is perfectly within his rights to park there as it is not classed as a driveway. Your neighbour, on the other hand, who does have a dropped kerb could complain that someone is parked in front of their driveway.
Regular occurrence? Have you spoken to them or left a polite note under wiper? Are they there all day? Consider investing in a "No parking ,access required" vinyl poster next to gate. Always persue all amicable avenues first if possible 😊
Lewis is right. Whilst parking like this is often considered inconsiderate there is nothing anyone can do unless they are blocking a car in and/or causing an obstruction. This is not to say I condone such parking.
Just back from digging deeper. The wording of the highway code is simple. If it states "Do Not" then it is advisory and there are no legal repercussions for ignoring this. If it states "Must Not" then there are legal repercussions from it. Rule 243 states "Do Not" so again it is not illegal to park in front of someone's driveway UNLESS there is a car on it.
