I agree both drivers were way too close, but the Highway Code does not say you have to give a lanes width, it says
"give motorcyclists, cyclists and horse riders at least as much room as you would when overtaking a car"
This is a really useless rule as some drivers will overtake a car with a foot betweed vehicles, if they then give the same room to a cyclist this is the result, no rule broken but a dangerouse overtake non the less.
It says give at "least" as much room as a car. The room is the average width of a car. This regardless of whether or not you cross to the oncoming lane. At least 1m at 20mph or less, 1.5m if higher.
The first driver didn't give me much more room, but this idiot decided to overtake me, a cyclist with next to no room at all. Nearly knocked me off the pillock, and as you can see in the picture the driver didn't even cross the white lines. If the driver thinks that's acceptable, given you are supposed to overtake a cyclist giving them a lane's width, the he/she should not be driving!
