There are bollards in front of the BMW that prevented the scooter going around the front of it. She had to squeeze through between the cars.

Guarantee that he was just parked there, so yes in the wrong. But the rest of the story is a lie! You can clearly see that a mobility scooter would make it past on the left hand side of the vehicle. It didn't need exaggerating.
