What time at night was the revving and what kind of threatening behaviour are you referring to?

If it's council property they may be in breach of their Tenancy Agreement (ref: noise/threats[of any kind]/intimidation). This in addition to whatever else they want to get thrown at them by way of the police. One golden rule here mate: Do NOT come down to their level.
