In regards to the comment above me. It doesn't matter how much damage there was, they drove off before they could establish if/what damage had been caused. Section 170 Road Traffic Act 1988 is clear, she broke the law and should be punished accordingly.

I doubt any actual damage was done
It's called a bumper for a reason
That said it's still an accident and as such details should be exchanged unless both parties are in agreement no damage was called.
Therefore send her to prison for a few weeks or minimum re-take driving test.

Crap driving plus hit & run. Not even a gentle knock. If anyone is thinking of buying this VW Golf TDI, registration MT12DHF in the future, hopefully they will see this. If this is normal for the driver, then this car must be knackered already.
