If you have video evidence of the act...unfortunately most police forces will not act upon the evidence.....
That said you can bet the local council in the area the offence occurred has an online reporting function for littering and will then pass on the evidence to the police who will then be forced to act upon the evidence and almost guaranteed that a fixed PCN will be issued provided you agree to go to court as a witness if the driver refuses the charge.
