Idiot. I came around a roundabout in the right hand lane (as I was coming from three quarters around). Traffic queuing over the roundabout in the inside lane forced me to continue off the island in the outside lane (as it's actually designed for, with the traffic merging in turn 500m further on - https://goo.gl/maps/77DB89Tbn4K2 ).
This chap saw me driving up the outside lane and decided to pull his van out of his own lane and block myself and other traffic behind from 'overtaking' him.
The traffic is bad enough on this stretch of road without this arrogant pr*ick trying to police it. As a result of his actions, we instead had two lanes at a standstill around the roundabout as opposed to one.
