Over took him on the phone and he seemed to have what looked like a joint hanging out of his mouth, after I made eye contact he began angrily shouting & throwing Items out of his moving vehicle. This driver needs to be stopped. Managed to follow him & get a photo of his car before he got out.

Strange. When I smoke joints while driving, it always chills me out and makes me a more cautious driver.
